US&R was started in 1990 by Charles R. Toca.  Our clients have included agri-business, food processing, textile, chain restaurants, luxury hotels, apartments, hospitals, schools, colleges, city governments, and many other large commercial and industrial energy users.  Click here for examples...

We have always worked on behalf of you - our commercial or industrial large energy user client - to save you money.  During the California Energy Crisis, we were heavily involved at the legislative and regulatory level to seek solutions for our clients.  Our clients saved millions of dollars due to our efforts and the price risk strategies we had in place.

Mr. Toca was certified in 1998 (Certification No. 44) by the Association of Energy Engineers as an Energy Procurement Professional, C.E.P..  He's a member of the National and Southern California Chapter of the AEE and is also a member of the Cogeneration & Competitive Power Institute, Energy Services Marketing Society and the Environmental Engineers & Managers Institute of the AEE.

BioEnergy Producers Association

Charles Toca is a founding member of the BioEnergy Producers Association.   The mission of the BioEnergy Producers Association (BPA) is to advance the development and commercialization of sustainable, environmentally preferable industries that produce power, fuels, and chemicals from agricultural, forestry, and urban sources of biomass and plastic wastes.  (More information...)

Nurseryman's Power Cooperative, Inc.
Toca was the G.M. and founder of the Nurseryman's Power Cooperative, Inc.. The purpose of the cooperative was to to procure natural gas and to obtain favorable rate treatment from the gas utility. 

California Electric Users Cooperative
Mr. Toca has also been a member of the board of the California Electric Users Cooperative. The CEUC was formed to procure electricity under California deregulation for the processing plants and members of agricultural cooperatives.  Our non-profit, member owned cooperative procured power for 2,828 meters representing over 150 megawatts of non-coincident demand.
